Jorge Vargas of Arleta just started playing the Lottery. He turned 18 in December, the minimum age to play. But he already knows what he’s doing. “Once I scratched the ticket and saw ‘TV Show’ three times, I knew right away what that meant,” explained Vargas. Vargas plans to buy his mom a house and continue his schooling to become a veterinarian with his prize.
