SACRAMENTO -- The California Lottery announced today, the re-election of Commissioner David Rosenberg as the Chairman of the California Lottery Commission. Rosenberg commences an unprecedented fourth consecutive term as Chairman of the California Lottery Commission. Retired El Dorado County Sheriff Hal Barker was re-elected Vice-Chairman of the Commission.
David Rosenberg was first appointed to the Commission by Governor Gray Davis in March 1999, and was reappointed to a term expiring in November of 2006. He was confirmed unanimously by the State Senate.
"I want to thank the members of the California Lottery Commission for their confidence," said Rosenberg. "I am pleased that during my four years on the Commission the Lottery has provided over $4 billion to California schools, colleges and universities," added Rosenberg.
In April of 2000, Governor Gray Davis appointed Rosenberg to serve as Director of Community and Intergovernmental Relations and Senior Advisor to the Governor. In December 2002, the Governor designated Rosenberg as his Director of Operations. Rosenberg also currently serves as a member of the California Victim Compensation and Government Claims Board, appointed by Governor Gray Davis, and serves as a member of the Yolo County Board of Supervisors, an elected position.
In addition to his state Lottery service, Rosenberg's public service background includes an appointment by the Lieutenant Governor as Legislative Counsel, by the Speaker of the Assembly to membership in the California Council on Criminal Justice, by the Treasurer as Chair of the District Securities Advisory Commission, and by the Governor as Chair of the California Law Revision Commission.
In 1981, he established a private law practice in Sacramento, then in Davis, California, which he continued through 2000. Rosenberg was elected to the first of three consecutive terms on the Davis City Council in 1984. During his 12 years of city council service, he served two terms as Mayor. In 1996, he was elected to the Yolo County Board of Supervisors representing the fourth district, served as Board Chairman in 1997, was re-elected in 2000, and served as Chairman again in 2002. As a county supervisor, his leadership positions include Co-chair of the Yolo County Criminal Justice Cabinet and Chair of the Yolo County Economic Development Council. In 2001, he served as chairman of the Yolo-Solano Air Quality Management District.
He received a B.S. in Journalism in 1968 from California Polytechnic State University. Upon receiving his Juris Doctor degree in 1974 from the University of California, he worked as law clerk for the Chief Justice of the U.S. District Court for the Eastern District of California. Between 1976 and 1981, he worked for California Governor Jerry Brown in various capacities, including Deputy Appointments Secretary and Deputy Chief of Staff.
The Lottery provides 52.7 percent of its revenues to players as prizes, 34.1 percent to public schools, and 13.2 percent for administrative expenses, which includes 6.9 percent for retailer commissions. Since 1985, the Lottery has raised more than $14 billion for public schools.
