David Rosenberg Elected Chairman of Lottery Commission

Sacramento - David Rosenberg, Chairman of the Board of Yolo County Supervisors and Director of Community and Intergovernmental Relations and Senior Advisor to Governor Gray Davis was re-elected Chairman unanimously by the California Lottery Commission at their monthly meeting in Sacramento. Hal Barker, El Dorado County Sheriff was re-elected Vice-Chairman.

The California Lottery is governed by a five-member Commission which is appointed by the Governor. Governor Davis first appointed Rosenberg to the Lottery Commission, an unpaid position, in March 1999 to a term that expired in November 2001. Governor Davis reappointed Rosenberg to a subsequent term that expires in November of 2006.

Rosenberg, 55, of Davis, has served on the Yolo County Board of Supervisors since 1997 and practiced law for 20 years. He was a partner in the law firm of Diepenbrock, Wulff, Plant & Hannegan from 1986 to 1996 and also was a partner in the law firm of Felderstein, Rosenberg & McManus from 1981 to 1986. From 1976 to 1981, Rosenberg served under then Governor Edmund G. Brown, Jr. as Deputy Appointments Secretary and later as Deputy Executive Secretary and Chief of Staff to the Governor. He formerly served as Mayor of the City of Davis. Rosenberg finished his term as a Chairman of the Yolo-Solano Air Quality Management District in December and recently became a member of the Victim Compensation and Government Claims Board. He received his law degree in 1974 from the University of California (Davis) and a Bachelors of Science degree in journalism in 1968 from California Polytechnic State University.

Hal Barker was appointed by Governor Gray Davis as Lottery Commissioner to a term that expires in 2004. Mr. Barker is the Sheriff of California's first county, El Dorado County. Barker is a 40-year veteran of California's law enforcement. He served in Folsom, California, as Chief for fourteen years as well as serving as Undersheriff in San Mateo County. Mr. Barker has also served as Chief of Police in the San Francisco area and began his career in Santa Paula, California, rising to the rank of Captain.

Mr. Barker earned a Bachelor of Science degree at California State University, Los Angeles and a Master of Science degree at the University of Southern California. He is a graduate of the P.O.S.T. Command College and the FBI Academy where he was number one in his class earning the J. Edgar Hoover Medal. Mr. Barker finds time to serve on numerous community commissions and councils and was foreman of the El Dorado Grand Jury in 1995 and 1996. He also serves the State Military Force as a Colonel and is a past President of the California Peace Officers' Association.

The California Lottery sells its games through a network of more than 18,000 outlets statewide. The Lottery provides 52.5 percent of its sales to players as prizes, 34 percent to public schools, and 13.5 percent for administrative expenses, which includes 6.9 percent for retailer compensation. Since 1985, the Lottery has provided approximately $13 billion to public schools. The California Lottery's contribution equals approximately 2 percent of the state's total education budget.
